Nothing in my opinion could more usefully serve to prevent
indiscriminate or interested applications for certificates
of British nationality on the part of Chinese than legis-
lation calling for as a sine qua non, a preliminary re-
nouncement on the part of the applicant of all interests
on the mainland, which are contrary to Treaty and could
not be invested in the British subject of non-Chinese.

The relinquishment thereof would afford evidence
